Unit 1 Discussion 2 – Health Policy for U.S. Veterans
Veterans have served the country in numerous ways, often risking their lives for a nation. However, Veteran Affairs (VA), a unit created to cater to their health needs, has been facing challenges making it difficult for the veterans to get the support and care they deserve (Farmer et al., 2016). The state and federal policies have failed to address the issue of insufficient facilities in the VA centers. Considering that the number of days patients wait for their appointments with physicians depends on the VA facilities, some veterans cannot have their physician appointments processed until more than two months (60 days) after their preferred date (Farmer et al., 2016). Further, the policies have failed to offer a solution to the transportation means of veterans who do not live within the VA facilities. Some veterans do not own cars, while others cannot cater to their transport costs (Farmer et al., 2016). Therefore, most veterans, who depend on public transport, face challenges in accessing healthcare services.
I am really on the fence due to being employed at VA but also keeping veterans in mind. My opinion is that the government should privatize the VA healthcare system. This may jeopardize jobs, however, what’s most important is the veteran receiving quality care. One reason for privatizing VA systems is that veterans can choose from a broader range of individual health professionals to meet their health needs. Additionally, veterans can choose from various in-network doctors with the private VA system, which enables them to access fast and efficient health care services. With the VA being owned by private establishments, the veterans’ benefits may be of higher quality because, in the private sector, supervision is prioritized as compared to government-owned entities. I also believe that with the privately-owned VA system, the overall management will improve, and the new arrangement will address the veterans’ needs in time. Besides, the privately-owned VA system will address complaints swiftly to curb competition from other facilities offering healthcare services to veterans. As a result, healthcare issues among veterans may even reduce.

I think that state and federal policies are trying to address some of the issues in the VA healthcare system, but not doing a very good job at it. The VA has ridiculous wait times and the often the Veterans know this. This has caused issues with people seeking care. They are less likely to seek that care if they know they are just going to be put of a waitlist and have an appointment that is 2 months+ out. By allowing the veterans to seek treatment else where if they aren’t able to get an appointment in 30 days or less, it is opening up the doors of choice and competition (Privatization of Veterans’ healthcare, 2020). The healthcare system is really driven by the fact that we have choices in our healthcare decisions and the different healthcare systems are in competition with one another to get our trust and money. The VA healthcare system doesn’t have that because of the restrictions that are in place. If they were to privatize the VA healthcare system we could get that drive and reform the healthcare system to better fit the needs of the increasing population who needs the resources. I support this because I have seen the first hand effects from patients who are at my hospital (not VA) for our transplant program and are telling us that this is the best care they have ever gotten and wish they could continue their care with us. They usually only are with us for a short time and then are transferred to the VA hospital that is connected to us to recover completely. It was sad to have multiple patients tell us the same thing over and over. The VA needs more resources that we have in the privatized world. We have the increased technology and innovative research. They don’t. Overall, I support the privatization of the VA and think that it would make the Veterans a lot happier with their care.

In order to receive care at some VA facilities around the country, many veterans have to endure very long waiting times, a phenomenon that was highlighted by attempts in Arizona to conceal these waiting times (Rein, 2017). A couple of laws have since been enacted in Congress in attempts to mitigate these concerns, including the MISSION Act of 2018, which, among other things, mandated the VA to create a network of private sector providers that veterans could go to while maintaining their VA benefits (United States Senate Committee on Veterans’ Affairs, 2018). A survey conducted by an independent group found that Veterans who accessed care through the VA were satisfied with their care, had noticed improvements since the implementation of the MISSION Act, and had an easier time accessing community care coordinated by the VA (Veterans of Foreign Wars of the U.S., 2019).
I am in favor of a mixed system like the one that the MISSION Act is implementing, where veterans have greater access to community providers, while also having a government health care system designed for them that they can go to for care. Considering the unique experiences and health problems that veterans face, having an agency designed to provide health care to meet veterans’ needs provides great benefits. That being said, veterans should still be able to access health care in a timelier manner by accessing community care.
Whether the VA should be privatized is a good question, and one that has been discussed ad nauseum. However, I believe the bigger question here is not whether the VA’s health care system should be privatized, but whether the VA should pay for care from an expanded number of community providers, or even all private sector providers. My answer to that question is an emphatic yes. I believe that paying for care at other facilities would drive the VA to improve care provided at their own facilities. Otherwise, they would just watch all of their clients –and their funds– go to private sector firms.
