These models describe the way that members interact and the way that decisions are made in academic institutions. For this Discussion, you will use the following scenario to apply your knowledge of these models to a real-world situation.
Scenario:
Deborah M. has just been promoted from a senior faculty position to the position of provost of her university. The deadline for reaccreditation is fast approaching, and the president has asked Deborah to oversee the collection of data and preparation of the report. Deborah knows that she will need the cooperation of key players on her campus to accomplish the task successfully. She is familiar with the Birnbaum models, but she is unsure about the predominant system within her institution.

How would Deborah use each of Birnbaum’s four models to develop a “plan of attack” to deal with her situation?
Collegial System: The collegial system allows a contribution of everyone’s ideas and inputs. The collegial system is not fully structured, but it does allow an input from all parties besides people with authority like investors or alumni (Birnbaum, R. (1988). The Collegial system in the case of Deborah would allow her to get the input from each key player that she needs and get the report she needs in order to satisfy each party included.
Bureaucratic System: The bureaucratic system runs on rules and regulation, and a systematic style of power. The power operates from bottom to top flow chart and is defined as an organized hierarchy (Birnbaum, R. (1988). Deborah using this method would not even bother asking anyone below her on the chart (pg. 108. Figure 12) She would merely ask the opinion of the Dean of Faculty, Dean of Students, and Dean of Administration because they are on the same tier level as her. Then once finished going through the other tier parties she would then send her report up to the president which then gets sent to the board. The bureaucratic system does not have to have face to face or even a discussion in regard to agreements from every party because of the rules and regulations put in place by the university.
Political System: Allowing each party to negotiate with other parties in order to achieve what they want. With this system social exchange is a must and mutual dependence ((Birnbaum, R. (1988). There is no specific structure of power nor a whole group interaction in order to decide what is best. The Political system is more about who is offer sounds the best and which one will benefit the college/ university more. Deborah using this method would have to negotiate and put together a plan that sells her proposal. With this system it is an endless line of competing and constant rotation of proposals that are discussed with multiple parties
Anarchical System: The anarchical system allows the university to experience no demand or expectation meaning there is no realistic goal or makes the goals very vague. Anarchical system provides “problematic goals, unclear technology, and fluid participation” (Birnbaum, R. (1988). Deborah’s approach with this system is a “if you want to do it you can or if not that’s fine too” mentality.
The combination of all four Institutional methods:
Deborah can start with a combination of Collegial and Anarchical approach first just as her rough draft so she can get an idea of where each person stands on the accreditation. Next, she can move to the Political institutional system where Deborah can submit her proposal to her faculty and staff to see receive feedback about how to improve and make the proposition better. After that is doing a bureaucratic and institutions where she sends her final draft to the people above her for approval.
